PLID is a long coaching program of YPB to key public decision makers at the district level. In year 2005-2007 the program developed the conceptual framework of the program, the curricula, modules and case studies, and trained the facilitators to use a case study as tools of analysis. Ford Foundation has been the donor agency which supported the program.

The outcome of this first round groundwork are: curricula of PLID and the modules, 29 case study on policy and leadership, with teaching notes for the facilitators, 10 facilitator trained to use case study as analytical tools, and 2 leadership call video presentations. For the list of case study please see the following table.
